हरियाणा वित्त बजट 2021-22 हिंदी
- कुछ खास- मनोहर लाल ज्योतिष पर यकीन रखतें हैं। शुक्रवार सुबह साढ़े दस बजे से 12 बजे तक राहु काल दर्शाया गया था। मुख्यमंत्री ने राहु काल के बाद 12 बजकर 2 मिनट पर अपना बजट भाषण पढ़ना शुरू किया।
- हरियाणा में 2014 में पहली बार भाजपा की सरकार बनी थी, तब मुख्यमंत्री मनोहर लाल ने हरियाणा एक-हरियाणवी एक कें मूलमंत्र को आत्मसात करते हुए प्रदेश को प्रगति के विकास पर ले जाने का संकत्प लिया था। अब राज्य में भाजपा जजपा गठबंधन की सरकार हैं। वित्त मंत्री के नाते वर्ष 2021-22 का बजट पेश करते हुए मुख्यमंत्री मनोहर लाल में आज भी उसी संकल्प की प्रतिबद्धता दिखाई दी
- मुख्य मंत्री मनोहर लाल ने बतौर वित्त मंत्री 1,42000 करोड का बजट वित्त वर्ष 2020-21 में पेश किया । वर्ष 2021-22 मनोहर सरकार 1,55000 करोड़ रूपय का वित्त बजट पेश किया है। जो पिछले बजट से 13 फीसदी ज्यादा है।
बजट में क्या-क्या मुख्य
स्वास्थ्य क्षेत्र
- हर सिविल अस्पताल न्यूनतम 200 बेड का बनेगा। एक हजार हेल्थ वेलनेस सेंटर बनेंगें।
डाक्टरों के 350 और दंत चिकित्सकों के 60 पद होंगे। - पाँच लाख रूपये तक की सालाना आया वाले परिवारों को आनुपातिक आधार पर आयुष्मान भारत योजना का लाभा मिलेगा
- आयुष्मान भारत योजना में नंबरदार, चैकीदार, घुमंतू जातियां, आजाद हिंद फौज के सैनिक, हिंदी आंदोलन से जुडे सत्याग्राही, आपातकाल व दूसरे विश्वयुद्ध में जेल में गए परिवार, सभी कर्मचारी और पेंशनर, निर्माण श्रमिक, मीडियाकर्मी शामिल है।
किसान कल्याण
- हर खेत स्वस्थ खेत अभियान चलाया जाएगा।
- मिट्टी की गुणवत्ता के अनुसार फसलें बाईं जाएगी।
- 125 स्कूल-कालेजों में बनेगी मृदा जांच लैब
- एक लाख एकड़ क्षारीय व लवणीय भूमि का सुधार कार्य शुरू किया जाएगा।
- पूरे प्रदेश में एक हजार किसान उत्पादक संगठन बनाए जाएगें।
- फसल अवशेष प्रबंधन के लिए 100 कम्प्रेस्ड बायोगैस और बायोमास प्लांट स्थापति किए जाएगें।
- धान का रकबा दो लाख कम करने का लक्ष्य बनाया गया है।
- तीन साल में एक लाख एकड़ में जीरो बजट और जैविक खेती करने का लक्ष्य बनाया गया है।
- इस साल 81 लाख टन गेहूं और साल लाख टन सरसों की खरीद होगी। और 70 लाख टन धान और सात लाख टन बाजरा भी खरीदा जाएगा। ऐसा कर सरकार ने एमएसपी व मंडी व्यवस्था जारी रखने का दम भरा है।
- डार्क जोन को कम करने के लिए हरियाणा में एक हजार रिचार्च बोरबैल बनेगें।
खेल जगत
- पंचकूला के ताऊ देवीलाल खेल परिसर में हाकी फुटबाल, बास्केटबाल व वालीबाल के नए मैदान बनाए जाएगें।
- चोटिल खिलाडियों के लिए पंचकूला में राज्य स्तरीय पुनर्वास केंद्र स्थापित किया जाएगा।
- रोहतक, करनाल, गुरूग्राम व हिसार में मंडल स्तर के केंद्र बनाए जाएगें।
- खेलों इंडिया यूथ गेम्स में पांच स्वेदशी खेलों को शामिल किया जाएगा।
शिक्षा जगत
- शिक्षा क्षेत्र को 18140 करोड़ आवंटित। बीते बजट की तुलना 17.8 करोड़ की वृद्धि हुई है।
- सरकारी स्कूलों में डिजिटल क्लासरूम बनाए जाएगें और बच्चों को टैब दिए जाएगें।
- आरोही, क्सतूरबा गांधी और मेवात माॅडल स्कूलो को माॅडल स्कूलों में अपग्रेड किया जाएगा।
- रेवाड़ी और पंचकूला की तर्ज पर हिसार व करनाल में सुपर 100 कार्यक्रम के प्रशिक्षण केंद्र बनाए जाएगें।
- मानेसर में इंजीनियरिंग प्रौद्योगिकी संस्थान बनाया जाएगा।
- काॅलेज- विश्वविद्यालय में हर साल एल्युमिनी मीट की जाएगें।
- एक ही छत के निचे नर्सरी से स्नातकोतर कक्षाओं के लिए कुरूक्षेत्र और रोहतक विश्वविद्यालय पथप्रदर्शक की भूमिका निभाएंगे।
- पढ़ाई के क्रम को पहली से तीसरी और चौथी से आठवीं और नौवीं से बाहरवीं कक्षा में बांटा गया है।
- पहले चरण में साक्षरता सहित गणना मिशन स्थापित होंगे।
- आइटी आधारित शिक्षा देने के लिए 700 करोड़ रूपये का आवंटन किया गाया है। तीसरे चरण के लिए 192 करोड़ रूपये का प्रावधान किया गया है।
समाज कल्याण
- एक लाख गरीब परिवाराे की पहचान कर उनकी आय बढ़ाई जाएगी।
- दो लाख परिवारों के आर्थिक उत्थान का लक्ष्य बनाया गया है।
- अनुसूचित जाति के लोगों को कानूनी सहायता के लिए 22 हजार रूपय की सहायता।
- दुर्घटना में मौत होन पर सामूहिक बीमा कवर का ऐलान।
- राज्य सरकार खुद की बीमा कंपनी बनाएगी।
- 1,00,000 अति गरिबों का हर साल 40 हजार 661 करोड़ रूपये का ऋण प्रदेश सरकार ले सकती थी, मगर उसने 30 हजार करोड़ रूपये का ऋण लिया।
कुछ नई परियोजनाओं का ऐलान
- हिसार, सोनीपत और पंचकूला में एवियमन इन्फ्लूएंजा तथा अन्य पोल्ट्री रोगों के रैपिड और आरटी-पीसीआर डायग्नोस्टिक्स की तीन प्रयोगशालाएं खुलेगीं।
- करनाल व दादरी में दो बडे फिश फीड मिल प्लांट लगेगें।
- झींगा मछली कल्चर को भिवानी के गरवा में उत्कृष्टता केंद्र स्थापित होगा।
- भिवानी के लौहारू में बकरी प्रजनन केंद्र स्थापित किए जाने की घोषणा।
- पंचकूला के टिक्कर ताल में 40 हजार मत्स्य बीज व यमुनानगर, करनाल और पानीपत में पश्चिम यमुना नहर में 1.6 लाख मत्स्य बीज का स्टाक किया जाएगा। दक्षिण हरियाणा में दुग्ध संयंत्र स्थापित करेंगें।
- पंचकूला और हिसार को स्मार्ट शहरों के रूप में विकसित किया जाएगा।
सड़क परियोजनाएं
- परिवहन को 2408, वन विभाग को 443 ओर पर्यावरण के लिए 14 करोड़ रुपये स्वीकृत किए गए हैं।
- पानीपत-सफीदो-नगूरां-उचाना-प्रभुवाला-भूना-रतिया-सारदूलगढ़-कालांवाली-मंडी डबवाली को जोडने वाला नया एक्सप्रेस वे बनेगा
दो ग्रीन फील्ड एक्सप्रेस-वे दिल्ली-वडोरा एक्सप्रेस वे (सोहना से राजस्थान की सीमा तक) बनाएगें। - इस्माईलाबाद-नारनौल ट्रांस एक्सप्रेस वे निर्माणाधीन हैं।
- केंद्र को कैथल-जींद-हांसी सडक को राष्ट्रीय राजमार्ग घोषित करने तथा इसे चारमार्गीय बनाने का प्रस्ताव भेजा गया है।
- भिवानी में एक अन्य फ्लाइंग ट्रेनिग स्कूल स्थापित करने की योजना है।
- हथनीकुंड बैराज- पांवटा साहिब से कलेसर तक यमुना नदी पर हथनीकुंड बैराज की अपस्ट्रीम में बांध बनाने का प्रस्ताव हैं।
- सरस्वती नदी के पुनरूद्धार को आदिबद्री बांध, सोम सरस्वती बैराज और सोम सरस्वती जलाशय का निर्माण कराया जाएगा।
आत्मनिर्भर हरियाणा
- प्रदेश सरकार ने प्रधानमंत्री नरेंद्र माेदी के आत्मनिर्भर भारत तथा स्वरोजगार को आत्मसात करतें हुए इस साल निजी क्षेत्र में हरियाणा के युवाओं को कम से कम 50 हजार नौकरियां देने का वादा किया है।
- 18 से 60 वर्ष आयु के लोगों ने अब तक बने 2.10 करोड़ लोगों के परिवार पहचान पत्रों के आधार पर खुद को बरोजगार घोषित किया हैं।
- इनका सत्यापन करने के बाद 20 से 35 साल की आयु के एक लाख ऐसे बेरोजगार युवाओं का चयन होगा, जिनकी आय एक लाख रूपये वार्षिक से कम हैं उन्हें लाभप्रद रोजगार मुहैया कराने के लिए कौशल विकास पाठ्यक्रमों की श्रृंखला तैयार होगी। इन एक लाख अति गरीब लोगों की पहचान हर सल होगी और उन्हें आत्मनिर्भर बनाया जाएगा।
- फरीदाबाद के सिकरौना, करनाल के इंद्री और सिरसा के जीवन नगर में तीन राजकीय औद्योगिक प्रशिक्षण संस्थान शुरू होगें। शिल्पकार प्रशिक्षण योजना के तहत बेरोजगार युवको को प्रशिक्षण दिया जाएगा।
संकल्प
- राष्ट्रीय रक्षा अकादमी बनाई जाएगी।
- हरियाणा हाउसिंग बोर्ड की जमीन पर 20 हजार नए घर बनाए जाएगें।
- 11 नए पुलिस थाने और 6 नए साइबर अपराध थाने बनेगें।
- सात जिलों में समेकित सैनिक सदन बनेंगें।
कुछ अन्य महत्वपूर्ण बातें
- शिक्षा का अधिकार- 12वीं तक फ्री शिक्षा का ऐलान किया गया है। इस बार शिक्षा का बजट 17.8 फीसदी बढ़ाया गया है। सुपर 100 कार्यक्रम से अब करनाल और हिसार भी जुडेंगें। पलवल के श्री विश्वकर्मा कौशल विश्वविद्यालय में विज्ञान, प्रबंधन और कृषि कार्यक्रमों के प्रशिक्षण के डिग्री कोर्स शुरू होंगे।
- जल संरक्षण– पांवटा साहिब से कलेसर यमुना नदी के प्रवाह क्षेत्र पर हथनीकुड बैराज की अपस्ट्रीम में एक बांध बनाया जाएगा। 2024 तक प्रत्येक घर में नल से पानी पंहुचाया जाएगा। दस ब्लाक में नए सीवर ट्रीटमेंट प्लांट बना रहे हैं।
- जनसंख्या नियोजन- गुरूग्राम के मानेसरर के नजदीक एक हजार एकड़ में ग्लोबल सिटी विकसित होगी। सोनीपत में 3300 एकड़ में औद्योगिक सेक्टर विकसित होगा। बिजनेस हब के रूप में सामने आएगा एनसीआर क्षेत्र। सोहना में 7083 करोड़ का निवेश होगा, जिससे सात हजार राजगार सृजित होगें।
- गरीबी उन्मूलन- पचास हजार युवाओं को निजी क्षेत्रों में रोजगार के अवसर उपलब्ध कराएगें वृद्धावस्था पेंशन को बढ़ाकर 2500 रूपये कर दिया गया है। किसानो की आय को बढ़ाने के लिए गन्नौर में एशिया की सबसे बडी मंडी बनाई जाएगी।
- नारी सशक्तीकरण- पुलिस बल में महिलाओं की संख्या को 15 फीसदी तक ले जाने का लक्ष्य है। गुरूग्राम में महिला आइआरबी बटालियन और हिसार में महिला पुलिस के लिए ट्रेनिंग कैंप बनेगा। विशेष शिक्षा क्षेत्र बनाकर केवल छात्राओं को उच्च शिक्षा के लिए 114.52 करोड़ की वित्तीय सहायता दी जाएगी।
- पर्यावरण संरक्षण- फसल अवशेष प्रबंधन के लिए एनसीआर क्षेत्र में 124 इलेक्ट्रिक बसें चलाई जाएगीं। छह नए फिटनेस केंद्र बनेंगे, जहां पर वाहनों की पासिंग होगी। सोनीपत में 6.77 मेगावाट क्षमता का प्लांट बन रहा है, जहां पर कचरे से बिजली बनाई जाएगी। अगले महीने से इसके सुचारू होने की उम्मीद है।
- स्वस्थ समाज- सभी जिलों में कैथ लैब, एमआरआइ, सिटी स्कैन की सुविधा होगी। यमुनानगर, कैथल और सिरसा में मेडिकल काॅलेज होगें। एक हजार आयुष सहायक भर्ती किए जाएंगे।
Haryana Finance Budget 2021-22 English
- Something special- Manohar Lal believes in astrology. Rahu Kaal was depicted from 10:30 am to 12 noon on Friday morning. The Chief Minister started reading his budget speech at 12: 2 minutes after Rahu period.
- The BJP government was formed in Haryana for the first time in 2014, when Chief Minister Manohar Lal assimilated the original mantra of Haryana Ek Haryanvi one and took a pledge to take the state on the path of progress. Now the BJP-JJP coalition government is in the state. Commitment to the same resolution was seen in Chief Minister Manohar Lal while presenting the budget for the year 2021-22 as the Finance Minister.
- Chief Minister Manohar Lal presented the budget of 1,42000 crores as Finance Minister in the financial year 2020-21. The 2021-22 Manohar government has presented a finance budget of Rs 1,55000 crore. Which is 13 percent more than the previous budget.
What are the main features in the budget
Health sector
- Each civil hospital will be made up of a minimum of 200 beds. One thousand health wellness centers will be built.
- There will be 350 posts of doctors and 60 posts of dentists.
- Families with annual returns of up to five lakh rupees will get the benefit of Ayushman Bharat Yojana on a proportional basis.
- Ayushman Bharat Yojana includes numberdars, watchmen, nomadic castes, soldiers of Azad Hind Fauj, Satyagrahi related to Hindi movement, families jailed during Emergency and Second World War, all employees and pensioners, construction workers, media workers
Farmer welfare
- Every farm will be run a healthy farm campaign.
- Crops will be left as per soil quality.
- Soil Testing Lab to be built in 125 school-colleges.
- Improvement work of one lakh acres of alkaline and saline land will be started.
- One thousand farmer producing organizations will be formed in the entire state.
- 100 compressed biogas and biomass plants will be set up for crop residue management.
- A target has been set to reduce paddy acreage by two lakhs.
- A target of zero budget and organic farming has been set in one lakh acres in three years.
- This year 81 lakh tonnes of wheat and lakh tonnes of mustard will be purchased this year. And 70 lakh tons of paddy and seven lakh tons of millet will also be purchased. By doing this, the government has the power to continue the MSP and Mandi system.
- In order to reduce the dark zone, one thousand recharged borebells will be made in Haryana.
Sports world
- New grounds of hockey football, basketball and volleyball will be built in Tau Devi Lal Sports Complex of Panchkula.
- A state level rehabilitation center will be set up in Panchkula for injured players.
- Divisional level centers will be set up in Rohtak, Karnal, Gurugram and Hisar.
- Five Indigenous Games will be included in the Games India Youth Games.
Education world
- 18140 crores allocated to education sector. There is an increase of 17.8 crores compared to the previous budget.
- Digital classrooms will be created in government schools and tabs will be given to children.
- Arohi, Qasturba Gandhi and Mewat model schools will be upgraded to model schools.
- On the lines of Rewari and Panchkula, training centers of Super 100 program will be built in Hisar and Karnal.
- Institute of Engineering Technology will be set up in Manesar.
- College – Alumni meet will be done every year in the university.
- Kurukshetra and Rohtak University will play the role of a pioneer for postgraduate classes from the nursery below the same roof.
- The order of studies is divided into first to third and fourth to eighth and ninth to ninth grade.
- Enumeration missions including literacy will be established in the first phase.
- 700 crore has been allocated for imparting IT-based education. A provision of Rs 192 crore has been made for the third phase.
Social welfare
- One lakh poor families will be identified and their income will be increased.
- The goal of economic uplift of two lakh families has been set.
- 22 thousand rupees for the legal aid to the Scheduled Castes.
- Announcement of collective insurance cover on accidental death.
- The state government will form its own insurance company.
- The state government could take a loan of Rs. 40 thousand 661 crore every year for 1,00,000 extreme poverty, but it took a loan of Rs. 30 thousand crore.
Announce some new projects
- Three laboratories for rapid and RT-PCR diagnostics of avian influenza and other poultry diseases will be opened in Hisar, Sonipat and Panchkula.
- Two big fish feed mill plants will be set up in Karnal and Dadri.
- Shrimp fish culture will be established in Bhiwani’s Garwa center of excellence.
- Announcement of setting up of goat breeding centers at Loharu, Bhiwani.
- 40 thousand fish seed will be stocked at Tikkar Tal of Panchkula and 1.6 lakh fish seed at West Yamuna Canal in
- Yamunanagar, Karnal and Panipat. Will set up milk plants in South Haryana.
- Panchkula and Hisar will be developed as smart cities.
Road projects

2408 has been sanctioned for transport, 443 for forest department and Rs 14 crore for environment. - New expressway connecting Panipat-Safido-Naguran-Uchana-Prabhuwala-Bhuna-Ratia-Sardulgarh-Kalanwali-Mandi Dabwali will be built
- Two Green Field Expressways will form Delhi-Vadora Expressway (from Sohna to Rajasthan border).
- The Ismailabad-Narnaul Trans Express Way is under construction.
- A proposal has been sent to declare the Kaithal-Jind-Hansi road as a national highway and to make it four-way.
- There is a plan to set up another flying training school in Bhiwani.
- Hathnikund Barrage – A dam is proposed to be built upstream of Hathnikund Barrage on the Yamuna River from Paonta Sahib to Kalesar.
- The revival of the Saraswati river will be built by the Adibadri Dam, the Som Saraswati Barrage and the Som Saraswati Reservoir.
Self-sufficient Haryana
- The state government has promised to provide at least 50 thousand jobs to the youth of Haryana in the private sector this year by assimilating the self-reliant India and self-employment of Prime Minister Narendra Modi.
People between 18 and 60 years of age have declared themselves unemployed on the basis of family identity cards of 2.10 crore people made so far. - After verifying these, a selection of one lakh unemployed youth between the ages of 20 and 35 years, whose income is less than Rs 1 lakh per annum, a series of skill development courses will be prepared to provide gainful employment. These one lakh very poor people will be identified every year and will be made self-sufficient.
- Three State Industrial Training Institutes will start in Sikrauna in Faridabad, Indri in Karnal and Jeevan Nagar in Sirsa. Under the Craftsman Training Scheme, unemployed youth will be trained.
Oath
- National Defense Academy will be formed.
- 20000 new houses will be built on the land of Haryana Housing Board.
- 11 new police stations and 6 new cyber crime stations will be formed.
- Consolidated Military Houses will be formed in seven districts.
Some other important things
- Right to education- Free education has been announced till 12th. This time the budget of education has been increased by 17.8 percent. Karnal and Hisar will also be linked to the Super 100 program. Degree courses for training in science, management and agricultural programs will start at Shri Vishwakarma Kaushal University, Palwal.
- Water Conservation- A dam will be built upstream of Hathnikud barrage on the flow area of Kalesar Yamuna from Paonta Sahib. By 2024, tap water in every house will be reached. New sewer treatment plants are being constructed in ten blocks.
- Population planning – Global city will develop in a thousand acres near Manesar, Gurugram. An industrial sector will develop in 3300 acres in Sonipat. The NCR region will emerge as a business hub. 7083 crore will be invested in Sohna, which will create seven thousand Rajgars.
- Poverty alleviation – Providing employment opportunities in the private sector to fifty thousand youths, the old age pension has been increased to Rs 2500. Asia’s largest market will be made in Ganaur to increase the income of farmers.
- Women empowerment – The goal is to bring the number of women in the police force to 15 percent. Training camp will be made for Women IRB Battalion in Gurugram and Women Police in Hisar. Financial assistance of 114.52 crores will be given for higher education to only girl students by creating special education area.
- Environment Protection – 124 electric buses will be run in NCR region for crop residue management. Six new fitness centers will be built, where vehicles will be passed. A 6.77 MW capacity plant is coming up at Sonipat, where power will be generated from waste. It is expected to be smooth from next month.
- Healthy Society – Cath labs, MRIs, CT scans will be available in all districts. There will be medical colleges in Yamunanagar, Kaithal and Sirsa. One thousand Ayush assistants will be recruited.
