केंद्रीय बजट 2021-22 हिंदी में

वित्तमंत्री निर्मला सीतारमण ने 01 फरवरी 2021 में लोकसभा में आम बजट का पेश किया। केंद्र सरकार द्वारा पेट्रोल और डीजल पर चार रूपये का सेस लगाया गया है। वित्तमंत्री निर्मला सीतारमण ने बताया हैं, कि 2021-2022 का बजट 6 स्तंभो पर आधारित है।

वित्तमंत्री निर्मला सीतारमण ने बजट 2021-2022 पेश करते हुए बताया हैं कि पूर्ण लाॅकडाडन के दौरान प्रधानमंत्री गरीब कल्याण योजना शुरू की गई जिससे 80 करोड़ गरीबों को फायदा मिला और आठ करोड़ परिवारों में मुक्त गैस सिलिंडर मिला। वित्तमंत्री कह चुकी हैं कि यह सौ वर्षाे का सबसे अच्छा बजट होगा।

  • वित्त मंत्री निर्मला सीतारमण ने अपने बजट भाषण मे आत्मनिर्भर स्वस्थ भारत योजना का ऐलान किया। सरकार की ओर से 64180 करोड़ रूपये इसके लिए दिए गए हैं और स्वास्थ्य के बजट को बढ़ाया गया हैं।
  • वित्त मंत्री ने स्वच्छ भारत मिशन को आगे बढ़ाने का ऐलान किया जिसके तहत शहरों में अमृत योजना को आगे बढ़ाया जाएगा, इसके लिए 287000 करोड़ रूपये जारी किए गए।
  • वित्त मंत्री निर्मला सीतारमण ने कहा कि इस बार का बजट डिजिटल बजट हैं, ये ऐसे वक्त में आ रहा है जब देश की जीडीपी लगातार दो बार माइनस मे गई हैं।
  • वित्त मंत्री ने कहा कि मोदी सरकार की ओर से आत्मनिर्भर भारत पैकेज, कई योजनाओं को कोरोना  काल में देश के सामने लाया गया ताकि अर्थ व्यवस्था की रफ्तार को आगे बढ़ाया जा सकें।
  • वित्त मंत्री की ओर से बजट भाषण में बताया गया कि देश में 7 टेक्स्टाइल पार्क बनाए जाएंगे , ताकि इस क्षेत्र में भारत एक्सपोर्ट करने वाला देश बने, ये पार्क तीन साल में तैयार किए जाएगा।
  • वित्त मंत्री निर्मला सीतारमण ने कहा कि तमिलनाडु में नेशनल हाइवे प्रोजेक्ट (1.03 लाख करोड़), इसी में इकाॅनोमिक काॅरिडोर बनाए जाएंगे, केरल में भी 65 हजार करोड़ रूपयें के नेशनल हाइवे बनाए जाएंगें।
  • वित्त मंत्री ने ऐलान किया कि जब दुनिया इतने बडे संकट से गुजर रही है, तब सभी की नजरें भारत पर हैं, ऐसें में हमें उपने टैक्सपेयर्स को सुविधा देनी चाहिए।
  • वित्त मंत्री ने सीनियर सिटीजन के लिए स्पेशल ऐलान किया हैं, 75 साल से अधिक उम्र वाले सीनियर सिटीजन को अब टैक्स में राहत दी गई हैं। अब 75 साल से अधिक उम्र वालों को आईटीआर नहीं भरना होंगा।
  • वित्त मंत्री ने ऐलान किया कि एनआरआई लोगों को टैक्स भरने में काफी मुश्किलें होती थी। लेकिन अब इस बार उन्हें डबल टैक्स सिस्टम से छूट दी जा रही हैं।
  • वित्त मंत्री ने ऐलान किया हैं कि स्टार्ट अप को जो टैक्स देन में शुरूआती छूट दी गई थी, उसे अब 31 मार्च 2022 तक बढ़ा दिया गया हैं।
  • आईडीबीआई बैंक के साथ साथ दो बैंक और एक पब्लिक सेक्टर कंपनी विनिवेश होगा। इसके लिए कानून मे बदलाव होंगे । LIC के लिए भी IPO लाया जाएगा।
  • वित्त मंत्री ने बजट 2021-2022 में व्यक्तिगत आयकर दरों में कोई बदलाव नही किया। नई वैकल्पिक व्यवस्था के तहत, 2.5 लाख रूपये की आय पर कोई कर नहीं लगता जबकि 2.5-5 लाख रूपये की आय पर 5 प्रतिशत और 5-7 लाख रूपये आय पर 10 प्रतिशत टैक्स लगता हैं।
बजट 2021-22 सभी योजनाओं की सूची

स्वैच्छिक व्हीकल स्क्रैपेज पाॅलिसी

  • वित्त मंत्री निर्मला सीतारमण ने वित्त  वर्ष 2021-2022 के बजट भाषण मे कहा कि सरकार प्रदूषण और तेल आयात खर्च घटाने के उद्देश्य से पुराने वाहनों के लिए स्वैच्छिक व्हीकल स्क्रैपेज पाॅलिसी लाॅन्च करेगी। दस पाॅलिसी के तहत निजी वाहनों का 20 साल और कमर्शियल वाहनों का 15 साल में फिटनेस टेस्ट किया जाएगा। स्वैच्छिक वाहन स्क्रैपिंग पाॅलिसी की घोषणा जल्द ही अलग से की जाएगी।

शहरी स्वच्छ भारत मिशन

  • वित्त मंत्री निर्मला सीतारमण ने वित्त  वर्ष 2021-22 का आम बजट पेश करते हुए कहा हैं कि शहरी स्वच्छ भारत मिशन के अगले चरण में 5 साल (2021.26) के लिए 1,41,678 करोड़ रूपये आवंटित किए गए है। यह योजना स्लज मैनेजमेंट, वेस्ट वाॅटर ट्रीटमेंट, स्त्रोत अलगाव, शहरी निर्माण से कचरे के प्रबंधन पर ध्यान केंद्रीत करेगी।

बजट 2021-22 6 स्तभों पर आधारित हैं

  • वित्त मंत्री ने बताया हें कि 2021-22 का बजट 6 स्तभों पर आधारित हैं उन्होंने कहा कि पहला- स्वास्थ्य और कल्याण, दूसरा- भौतिक, वित्तीय  पूंजी और इन्फ्रास्ट्रक्चर जबकि तीसरा- आकांक्षी भारत के लिए समावेशी विकास हैं। चैथा- मानव पूंजी में नवजीवन का संचार करना, पांचवा- नवाचार व रिसर्च ऐंड डेवलपमेंट और छठा- न्यूनतम सरकार, अधिकतम शासन हैं।

राष्ट्रीय शिक्षा नीति के तहत सशक्तिकरण

  • वित्त मंत्री ने बजट पेश करते हुए कह कि निजी क्षेत्र, एनजीओ व दूसरे राज्यों के साथ मिलकर देश में 100 सैनिक स्कूल खोले जाएंगे। उन्होेंने कहा कि 15,000 स्कूलों का राष्ट्रीय शिक्षा नीति के तहत सशक्तिकरण होगा, इसके अतिरिक्त आदिवासी छात्रों की बहतर शिक्षा के लिए एकलव्य स्कूलों को 38 करोड़ रूपये दिए जाएगें।

आत्मनिर्भर स्वस्थ भारत योजना

  • वित्त मंत्री ने अपने बजट भाषण में आत्मनिर्भर स्वस्थ भारत योजना का घोषणा किया। सरकार की ओर से 64,180 करोड़ रूपये इसके लिए दिए गए है और स्वास्थ्य बजट को भढ़ाया गया हैं इसी के साथ सरकार की तरफ से WHO स्थानीय मिशन को भारत में लाॅन्च किया जाएगा।

2021-22 में आएगा एलआईसी का आईपीओं

वित्त मंत्री ने बजट 2021-22 भाषण में कहा कि वित्त वर्ष 2021-22 में सरकार भारतीय जीवन बीमा निगम का आईपीओ लाएगी जिसके लिए मैं आवश्यक संशोधन दसी बजट सत्र में पेश करूंगी। बकौल सीतारमण अगले वित्त  वर्ष में 2 सरकारी बैंकों और एक सामान्य बीमा कंपनी में भी सरकार की कुछ हिस्सेदारी बेचने का प्रस्ताव हैं।

उज्ज्वला योजना पर सरकार का बडा ऐलान

  • वित्त मंत्री ने ऐलान किया हैं कि उज्ज्वला योजना में 1 करोड़ और लाभार्थियो  को शामिल किया जाएगा। वही, अगले तीन सालों में सिटी गैस वितरण के लिए 100 ओर जिलों को जोडा जाएगा। इसके अलावा उन्होने गैस के ट्रांसपोर्ट का भी जिक्र किया हैं, उन्होंने कहा कि इस योजना के क्रियान्वयन के लिए एक स्वतंत्र गैस ट्रांसपोर्ट सिस्टम ऑपरेटर  भी स्थापित किय जाएगा।

स्पेस मिशन का ऐलान

  • वित्त मंत्री ने ऐलान किया हैं कि न्यू स्पेस इंडिया लिमिटेड इस बार PSLV-CS51  को लाॅन्च करेगा। गगनयान मिशन का मानव रहित पहला लाॅन्च इसी साल दिसंबर में होगा।

स्वामित्व योजना

  • वित्त मंत्री ने बताया कि स्वामित्व योजना को अब देशभर में लागू किया जाएगा। एग्रीकल्चर के क्रेडिट टारगेट को 16 लाख करोड़ किया जा रहा हैं।

ऑपरेशन  ग्रीन स्कीम

  • वित्त मंत्री द्वारा आॅपरेशन ग्रीन स्कीम का ऐलान किया हैं, जिसमें कई फसलों को शामिल किया जाएगा और किसानों को लाभ पहुंचाया जाएगा।

जम्मू-कश्मीर में गैस पाईप लाईन योजना

  • वित्त मंत्री ने ऐलान किया हैं कि उज्ज्वला योजना के तहत एक करोड़ और लाभार्थियों को जोडा जाएगा। अभी तक 8 करोड़ लोगो को ये मदद दी गई। जम्मू-कश्मीर में भी गैस पाईपलाइन योजना की शुरूआत की जाएगी।

राष्ट्रीय रेल योजना

  • वित्त मंत्री ने बताया की राष्ट्रीय रेल योजना 2030 तैयार हो गई हैं कुल 1.10 लाख करोड़ रूपये का बजट रेलवे को दिया गया हैं, भारतीय रेलवे अतिरिक्त मेट्रो, सिटी बस सेवा को बढ़ाने पर फोकस किया जाएगा। इसके लिए 18 हजार करोड़ रूपय की लागत लगाई जाएगी। अब मेट्रो लाइट को लाने पर जोर दिया जा रहा हैं। कोच्चि, बेंगलुरू, नागपुर, नासिक, चेन्नई में मेट्रो प्रोजेक्ट को बढ़ावा देने का ऐलान किया गया।

टेक्स्टाइल पार्क के लिए बड़ा ऐलान

  • वित्त मंत्री की ओर से बजट भाषण मे बताया गया कि देश में सात टेक्स्टाइल पार्क बनाए जाएगें। ताकि इस क्षेत्र में भारत एक्सपोर्ट करने वाला देश बने। ये पार्क तीन साल में तैयार किए जाएगें।

क्या हुआ सस्ता

  • सोने और तांबे का सामान सस्ता होगा, लोहा और स्टील सस्ता होगा, ड्राई क्लीनिंग सस्ता होगा, पाॅलिस्टर के कपड़े सस्तें होंग, तांबे की वस्तुएं , बीमा, बिजली, चमड़े के उत्पाद सस्ते होंगें, नाइलाॅन और पेंट सस्तें होंगे।

क्या हुआ महंगा

  • इलेक्ट्रानिक उपकरण, गाड़ियो के पार्ट, इम्पोर्टेड कपडे, विदेशी चमड़ा, सोलर इनवर्टर महंगा, मोबाईल से जुडी एसेसरीज की भी कीमतो मे होगा इजाफा, मोबाईल महंगे, मोबाइल पार्ट्स पर छूट घटी, रत्न महंगे होंगें, विदेशी मोबाईल और चार्जर, जूते, आयातित ऑटो पार्ट, पेट्रोल-डीजल, सोलर सेल, विदेशी खाद्य तेल, गाड़ियों के पार्ट्स महंगे होंगे।

 

Union Budget 2021-22

Presenting the budget 2021-2022, Finance Minister Nirmala Sitharaman has told that during the complete lockdown the Pradhan Mantri Garib Kalyan Yojana was launched which benefited 80 crore poor and got free gas cylinders in eight crore families. The Finance Minister has said that this will be the best budget of a hundred rains.

  • Finance Minister Nirmala Sitharaman in her budget speech announced the Self-Reliant Healthy India Scheme. 64180 crores has been given by the government for this and the health budget has been increased.
  • The Finance Minister announced to advance the Swachh Bharat Mission under which Rs. 287000 crore was released for the Amrit Yojana in cities.
  • Finance Minister Nirmala Sitharaman said that the budget for this time is digital budget, it is coming at a time when the country’s GDP has gone to minus two consecutive times.
  • The Finance Minister said that the self-reliant India package by the Modi government, many schemes were brought to the country during the Corona period to further accelerate the pace of the economy.
  • In the budget speech by the Finance Minister, it was told that 7 textile parks will be built in the country, so that India becomes the country to export in this area, these parks will be built in three years.
  • Finance Minister Nirmala Sitharaman said that the National Highway Project (1.03 lakh crore) in Tamil Nadu, Economic Corridor will be built in the same, 65 thousand crore National Highway will be built in Kerala as well.

  • The Finance Minister has made a special announcement for senior citizens, senior citizens above 75 years of age have now been given tax relief. Now those above 75 years of age will not have to fill ITR.
  • The Finance Minister declared that NRI people used to have difficulty in paying taxes. But now this time they are being exempted from the double tax system.
  • The Finance Minister has announced that the tax exemption given to the start-up was initially extended to 31 March 2022.
    There will be two banks and one public sector company disinvestment along with IDBI Bank. There will be changes in the law for this. IPO will also be brought for LIC.
  • The Finance Minister did not make any changes in personal income tax rates in the budget 2021-2022. Under the new alternative system, there is no tax on income of Rs 2.5 lakh while 5 percent on income of Rs 2.5-5 lakh and 10 percent on income of Rs 5-7 lakh.

Voluntary vehicle scrap policy

  • Finance Minister Nirmala Sitharaman said in the budget speech for the financial year 2021-2022 that the government will launch voluntary vehicle scrap policy for older vehicles to reduce pollution and oil import expenditure. Under the ten policy, fitness test will be done for 20 years for private vehicles and 15 years for commercial vehicles. The voluntary vehicle scraping policy will be announced separately soon.

Urban Clean India Mission

  • Finance Minister Nirmala Sitharaman, while presenting the General Budget for the year 2021-22, said that in the next phase of the Urban Clean India Mission, Rs 1,41,678 crore has been allocated for 5 years (2021.26). The scheme will focus on sludge management, wastewater treatment, source isolation, waste management from urban construction.

He said that first – Health and Welfare, second – Physical, Financial Capital and Infrastructure while third – inclusive growth for aspirational India. Fourth – Communicating new life in human capital, fifth – innovation and research and development and sixth – minimum government, maximum governance.

Empowerment under National Education Policy

  • Presenting the budget, the Finance Minister said that 100 Sainik Schools will be opened in the country in collaboration with private sector, NGOs and other states. He said that 15,000 schools will be empowered under the National Education Policy, in addition to this, 38 crore rupees will be given to Eklavya Schools for better education of tribal students.

Self-reliant Healthy India Scheme

  • The Finance Minister in his budget speech announced the Self-Reliant Healthy India Scheme. 64,180 crores has been given by the government for this and the health budget has been enhanced with which the WHO local mission will be launched in India by the government.

LIC’s IPs will come in 2021-22

  • In the Budget 2021-22 speech, the Finance Minister said that in FY 2021-22, the Government will bring an IPO of Life Insurance Corporation of India for which I will present the necessary amendments in the Budget session. Sitharaman proposes to sell some government stake in 2 public sector banks and one general insurance company in the next financial year.

Big announcement of the government on Ujjwala scheme

  • The Finance Minister has announced that 1 crore more beneficiaries will be included in the Ujjwala scheme. Space mission announcement

  • The Finance Minister has announced that New Space India Limited will launch PSLV-CS51 this time. The first unmanned launch of the Gaganyaan mission will take place in December this year.

Ownership plan

  • The Finance Minister said that the ownership plan will now be implemented nationwide. Credit target of agriculture is being increased to 16 lakh crores.

Operation Green Scheme

  • The Operation Green Scheme has been announced by the Finance Minister, which will cover many crops and benefit the farmers.

Gas pipe line scheme in Jammu and Kashmir

  • The Finance Minister has announced that one crore more beneficiaries will be added under the Ujjwala scheme. So far 8 crore people have been given this help. Gas pipeline scheme will also be launched in Jammu and Kashmir.

National railway scheme

  • The Finance Minister said that the National Rail Scheme 2030 has been prepared, a total budget of 1.10 lakh crore rupees has been given to the Railways, Indian Railways will focus on increasing the additional metro, city bus service. For this, a cost of Rs 18 thousand crore will be imposed. Now the emphasis is on bringing metro lights. It was announced to promote the metro project in Kochi, Bengaluru, Nagpur, Nashik, Chennai.

Big announcement for Textile Park

  • In the budget speech by the Finance Minister, seven textile parks will be built in the country. So that India becomes the exporting country in this region. These parks will be built in three years.
